If you go to the options in freeskate character selection you can turn A.I off.

you can turn off pedestrians AND traffic, as well as AI in the freeskate options menu. i usually leave the AI skaters on though, because the presence of the AI skaters shortens the filming timeline considerably, making it easier to film. i'll often times leave pedestrians and vehicles on, but only put them up one notch
