Now no one should have to ask anymore. :)

File > Render As

Render As > Custom > Video

Render As > Custom > Project

Once you have rendered it, try opening the final MP4 and watching it. If you cannot watch it because of some kind of error, then that doesn't mean the file is messed up. Try uploading it to YouTube anyway. It should work. It has worked for me twice.

why is your framerate set to 29.97?
and the video rendering quality should be set on preview.

I know this since my videos looked whack the first few times I rendered it on best and asked prowlin what to do and he said to put it on preview and it looked ten times better.

EDIT: The frame rate was the only option closest to 30.

That looks good, 30 fps isn't an option on mine either, but i'm able to just type it in and it stays.

29 fps bullshit prolly has something to do with your template settings. That's why i always hated vegas. Sometimes, it holds your hand a little TOO much.

That looks good, 30 fps isn't an option on mine either, but i'm able to just type it in and it stays.

this is why i use vegas 7

but that issue is probably in the original project settings and not in the final rendering settings
