EDIT: It's a possibility that he's shooting 4:3 on a DSLR. I know a few guys who do that with their 7Ds, I never really experimented with it but I like it.
I'm I really can't tell. The only two bike videos I've seen were made by the same guy, who films for Volume bikes. This one looks extremely well, the other one is not uploaded at HD like this one, I bet its 480p but still looks great.

To stay in topic, recently one of the best bmx filmers, Ryan Navazio, mainly known for all the works he's been doing for Cult Crew (Latest DVD coming to address next week, got on the plane yesterday woohoo), posted a workflow for standard definition footage to yield better results after being uploaded to Vimeo.

He even re-uploaded the DVD's promo with the new settings, and it's clearly noticeable the difference.
