weird varial heel

i was watching theeguthster's perfect hair video one day and all of the sudden he does some weird variation of a varial heel on a bank i guess you could call it. i was also wondering if anyone knew how to do this because i've seen it around in a couple of vids here in there. anyway, here's the vid
