Dude I fucking know! I am having the same problem and all I do is build dlc caps...but I haven't been able to play them offline. It's robbery if you ask me...I'm not renting content I'm fucking purchasing it and should ALWAYS have access to it, whether I'm connected to the internet or not. Also have the same email problem as you because I set xbox live up yeaaars ago and my email got hacked...so can't verify my account...

BUT we don't know if loading DLC has anything to do with S3 servers. It may be a Live thing. Still EA's fault, but may be a Live thing nonetheless.

Is this i new console your on? i only ask because you can do a content transfer with xbox to make sure all your licenses are on the right console, i had this problem when i moved house and only half of my dlc was available offline and found out it was because my licenses were on my older box. LINK

Edit: Be Careful when doing the transfer as you can only do it once a year i think!

After talking to several peeps about this, the problem is very inconsistent. Some people can use DLC but not CAPs when offline. Some can use CAPs but not DLC, and some are totally fucked like Demz.
